the converter doubles the focal length of the lens. hence, my 70mm becomes 140mm. Very nice to get close to bugs etc. Sadly, the extender also doubles the aperture. So you lose some in light sensebility, but you get closer. Some say that the quality of the image deteriates as well, but I haven't noticed that. At least not at any degree that bothers me.
If the largest aperture of your lens exeeds 5,6, then autofocus does not work. But that's not a problem when shooting macro. You would want to decide focus point manually any way..
I can very much recommend my sigma 70mm/2,8 macro. It's affordable and very, very sharp.
